Policy and Performance Analyst, August 2019-current​

  • Respond to legislator, stakeholder, and Department of Labor requests for information about Unemployment Insurance program performance and Minnesota’s implementation of the federal CARES Act during the COVID-19 pandemic

  • Wrote $10 million+ Request for Offers for major, multi-year upgrades to UI technology infrastructure; create presentations and progress summaries for state legislators

  • Serve as business representative for technology upgrades to the UI benefit application’s presentation layer; projects estimated to exceed $5 million

  • Support senior leadership in estimating costs of policy changes and drafting fiscal notes for legislators

5th District Council Member, City of La Crosse, Wisconsin, May 2012-May 2015

  • Represented over 3,500 residents in the fifth aldermanic district of the City of La Crosse
  • Served on the Finance and Personnel committee, Budget Parameters committee, Board of Estimates, Ad-Hoc Single Family Home Conversion committee, and La Crosse Center Board
  • Sponsored legislation to recreate rental housing registration and inspection program
  • Created website Rentinginlacrosse.com to inform students about their rights and responsibilities as tenants

Academic Research and Projects

Capstone Project: Eviction and Homelessness in Hennepin County, University of Minnesota - Humphrey School of Public Affairs

My capstone group researched the connection between eviction filings and Hennepin County-funded homeless shelter utilization, and to what extend county-funded Emergency Assistance Program prevents homelessness. I worked on quantitative team to estimate the probability of shelter entrance based on appearance in an eviction court. Our team utilized a Cox proportional hazard model and propensity score matching to obtain results. The full report is available here.

Graduate Research Assistant, University of Minnesota - Humphrey School of Public Affairs, September 2017-May 2017

This research examines state capital budgeting practices and transparency as part of a research team working for the Volcker Alliance. Other projects include compiling information about Masters in Public Policy curriculum and entrance requirements from universities across the United States. In this position, I also gathered feedback through creating surveys of current Humphrey students, alumni, and faculty to provide input to the Humphrey School's Curriculum Committee and Dean's Office.

Independent Undergraduate Research Project, University of Wisconsin-La Crosse, Spring 2014-Spring 2015

“Expediency over Ethics: Rhetorical choices and implications of the media of ChildFund International”

Funded by the University of Wisconsin-La Crosse’s Office of Undergraduate Research and presented in spring 2015 at the UW System Undergraduate Research symposium, this research discusses the negative implications of how nonprofits frame humanitarian work and suggests more ethical alternatives for practitioners. More specifically, my research is a rhetorical analysis of a ChildFund International advertisement and elements of the organization’s website, drawing on concepts from Stephen B. Katz’z The Ethic of Expediency: Classical Rhetoric, Technology, and the Holocaust and Paulo Friere’s Pedogogy of the Oppressed.
